I'm not sure of what mods there might be regarding voiceovers, but I know put together a mod pack called Mermaid's Wrath which adds female voicework to the game. Personally, I'd love to have some more options! Making a new voiceover is quite literally an entire project unto itself. It's a significant undertaking! I'm told that we have something like 500 voice lines in the game so it's not something to just have a few one-off random recordings. I think players are simply asking for WG/WOWs to level-up, for the benefit of all concerned. Johannes Meckleyne is a notable exception and an example of a successful production of a unique Commander. (The Key Battles / Big Hunt Commanders come to mind.)
